How CCAs reduce CCL

The Climate Change Levy is a tax on business energy supplies. From 1 April 2026 the main rates are 0.801p/kWh on electricity and 0.812p/kWh on natural gas. Energy-intensive sectors that sign a Climate Change Agreement and meet the agreed efficiency targets pay a reduced rate — currently 8% of full CCL on electricity (a 92% reduction) and 11% on natural gas (an 89% reduction).

Charities, domestic supplies and supplies under the de-minimis threshold are CCL-exempt and pay nothing regardless of sector.

What this does NOT include

The PP11 supplier certificate lodgement, target unit certificates, sector-specific umbrella scheme negotiation, buy-out fees where targets are missed, or VAT-rate reductions. Those are handled separately during scheme entry and ongoing reporting.
