Dear Sir or Madam,

Account reference: [Account / customer reference]
Re: back-billing — bill dated [Date of the catch-up bill], charges from [Earliest period being charged] to [Latest period being charged]

I am writing to dispute the bill referenced above, in the sum of £[Total disputed amount (£)], on the basis that part of the consumption charged is outside the 12-month back-billing period set out in Standard Licence Condition 21BA (electricity) and 21BB (gas).

The relevant facts as I understand them:
[What you understand happened]

Under SLC 21BA, a supplier "must not seek to recover charges for unbilled energy consumed more than 12 months prior" where the customer is not at fault. I do not accept that I caused, contributed to, or prevented accurate billing of the energy now being demanded for the period more than 12 months before the bill date.

I therefore request that you:

1. Re-issue the bill restricted to the 12 months immediately preceding [Date of the catch-up bill];
2. Confirm in writing that the portion of the charge older than 12 months has been written off;
3. Pause any debt-collection or supply-disconnection action while this dispute is open.

Please treat this as a formal complaint. I expect your final response (or a deadlock letter) within eight weeks, in line with the Energy Ombudsman scheme rules. If the matter is not resolved at the eight-week point, I will refer it to the Energy Ombudsman.

Yours faithfully,
