Why London pays what it pays
The unit rate is set mostly by wholesale costs, which are the same everywhere; the standing charge is set mostly by the local network. UK Power Networks runs the wires in this region (every MPAN here begins with 12), and its allowed charges — plus the cost of keeping supply to sparsely populated areas — are what make London the cheapest of the 14 regions for the electricity standing charge and 11th-cheapest for the unit rate.
